The United Arab Emirates (UAE) has reached a historic milestone by entering the top 10
in global talent competitiveness in the 2025 IMD World Competitiveness Yearbook. This
achievement places the UAE alongside global talent powerhouses such as Switzerland,
Luxembourg, Iceland, and Hong Kong, and establishes it as the leader in the Middle East
in attracting and retaining top talent.

Ranking 2025 evaluates 69 economies across three key dimensions: Investment and

The 2025 ranking sees Switzerland maintaining its top position, followed by Luxembourg,
Iceland, and Hong Kong. The Netherlands and Sweden remain in the top 10, while
Singapore ranks seventh and Denmark eighth. The UAE makes its debut in the top 10 at
ninth place, after steadily rising from positions in the mid-20s between 2016 and 2019
and reaching 17th place in 2024. This remarkable ascent reflects the country’s strategic
focus on talent development, as outlined in the Ministry of Economy & Tourism’s
National Strategy to attract and retain global talent.

The UAE’s strong performance is largely driven by its leadership in the Readiness
dimension, ranking first globally. This highlights the country’s success in aligning
education and workforce skills with market needs. In the Appeal category, the UAE
maintains its 12th position, reflecting the nation’s attractiveness to domestic and
international talent. While there is room for improvement in Investment and
Development (up from 49th to 43rd), the overall trajectory demonstrates rapid and
consistent progress.
